1. "Paying people to talk about voting" strikes me as disturbingly close to buying votes.

It may have two degrees of separation between the party and the intended targets, and I suppose that makes it "legal", but an organized political party spending money for people (Selected by "The Party" through unknown means of screening) to "influence" people strikes me as morally gray at best, somehow.
