The federal government has a lot more control over schools and teachers by virtue of billions of dollars in federal funding that fund local education and provide a "hook" for federal mandates over teachers and schools while the federal government has considerably less ability to impose mandates on police departments because it does not provide as much funding and much of the funding comes through grants that don't create the same relationship.

I don't know for sure that that is the reason, but I suspect that it is.
