... and maximum wealth could be a multiple of minimum wealth.

I'd pick a multiple somewhere between eight and twenty.

Let's pick a multiple of ten to make the math easy.

If an unemployable person is granted permanent residence in a $100,000 condo then the wealthiest person can own a million dollar home.

If an unemployable person is granted an income of $10,000 annually (remember, no rent...) then the highest income would be limited to $100,000.

Anyone who wanted to be wealthier or have a higher income would have a great incentive to ensure the rising tide lifts all the boats...

That's probably not practical, but steeply progressive systems of taxation are roughly equivalent and have been demonstrated to work throughout the world, even here in the U.S.A. during times of great progress.

Our nation still hasn't recovered from the bloody diarrhea of Reagan's "trickle down" economy. Tax cuts for awful people who uselessly hoard their wealth and buy politicians cause a great deal of suffering.
