1. The government needs to change it's total handling of these.

There should be a law that any property on or near a coast or river front that floods twice in 10 years should be considered uninhabitable and should be bought by the government, any buildings torn down and let it be part of a buffer. We used to have huge sand dunes at the beach, but these were bulldozed for buildings and that was not a good thing. We need to restore nature's barriers, especially in these climate changing times. To keep rebuilding is total madness.

and mudslide areas.

And if we leave it up to insurance, the rich will buy out coastlines, river fronts and mountains.

The worse part right now is we keep rebuilding these rich folks houses, wasting resources and aggravating climate impacts. Stupid!!
