they would tell the administration to have Congress pass legislation to define citizenship. If birthright citizenship is in an amendment, then initiate the amendment process.

The Supreme Court has no reason to overturn birthright citizenship that was enacted into law via a legitimate process.

Reminds me of my eldest cousin who was born to my uncle and his wife when he was stationed in Germany with the U.S. Army in 1955. When she became of age, she was given the choice of her permanent citizenship - I'm sure you can guess which country she chose...
