President Trump announced a $12 billion aid package for American farmers on Monday. The aid package comes as the U.S.-China trade war has hit soybean farmers especially hard.

the foreign exporters are NOT paying the tariffs... importers are, and then trying to pass the increased cost onto American consumers.

It is a very regressive tax on consumers. You want coffee and a banana for your corn flakes... pay up... the farmers need a bailout because they cannot sell soybeans to China anymore.
