3. I had read that this rule is only proposed as yet, and that the GA Attorney General said it is probably illegal.

So the rule has been activated, and will now take a court challenge to de-activate it, all of which might take enough time for the rightwingers to claim they can not complete certification of GA's election by the dealine, which is exactly what the rightwingers are working toward.
