Could the Ohio Democratic Party Just Allocate Ohio Delegates Based...

...average of polls as of the primary election date? If the concern is that an election would expose people to the virus, and if the Bernie campaign has expressed this concern, wouldn't this be a fair way of addressing this risk? Just use the same polls that form the basis of determining eligibility for the debates.

If June is worse, what do you do?

Now, I think the answer is to adopt a mail ballot system like a lot of States, but that would take a few months, and we will be close to general election by them.

I say, allocate, the delegates now, adopt an expanded mail ballot system, try it out on the local elections in September, then roll it out for November in addition to polling places.

In the end, we need a robust election system to protect our democracy.

In California, it is encouraged, but I understand that some states make it very hard where you have to demonstrate under penalty of prosecution that there is a hardship that prevents you from voting in person.

For example, in Alabama, you have to give a reason for voting absentee. Then, upon receiving the absentee ballot application, the Absentee Election Manager may request additional evidence on the reason for voting absentee if the voter has a history of continuous absentee voting.
