That, it seems, is an attempt prevent the primary contest from dragging on and hurting the eventual nominee -- but could also limit the amount of exposure lesser-known candidates receive. And O'Malley has already made his disappointment at the limited number of debates known.
I went to the DNC website and found this:

So far I'm liking O'Malley a lot. I hope he runs a good campaign and gets his name out there. He can definitely make a good showing against Hillary once people know who he is, what he stands for, and his resume for actually getting things done.
