NC: Gun control wins, House folds on ending permit to purchase
Lawmakers passed a gun reform bill that would have eliminated the long-standing practice of obtaining a permit before buying a handgun only after the provision was removed.
The permit to purchase requirement, which mandates that would-be handgun owners first obtain a license from their local sheriff, was supported by gun control groups who have been pouring money into the state in an effort to keep the Jim Crow-era system intact.

As introduced, it repealed the permit-to-purchase scheme, expanded concealed carry to legislators at the Capitol, prohibited health care workers from asking questions about gun ownership, introduced a 15-day window for Chief Law Enforcement Officers to either approve or deny applications by individuals to obtain National Firearms Act items, and other minor reforms.
However, the language referencing the permits, the concealed carry expansion, and medical privacy was carved away by amendmens (sic) Tuesday, leaving the bill a shell of its former self.
Ya' gotta love the way gunners whine when they don't get what they want. Jim Crow? Preventing NC citizens form protecting themselves?
For the first time in 45 years the NRA has a voice opposing them and they're beginning to see what losing looks like. Thanks MDA and Everytown!

(16,308 posts)People will accept such rules as long as the process is seen as just and fair without opportunity for corruption or bias. In other words, if you apply for the permit and your background check comes back clean, the permit is issued. If some discretion is allowed, there must be a board that can review an appeal to ensure the reason was truly valid. On the other hand, if the permit is left to the discretion or feelings of an officer/official without an appeal or check feature, the process will not be viewed as fair or just. This was the classic Jim Crow setup to deny minorities guns.
Connecticut for instance is effectively shall issue, but officials have some discretion on issuing permits. It has a board that handles appeals, and some of the reasons were extremely petty - One first selectman refused a permit because the other man was a coach whose team beat his child's team in a sport playoff. Another denied an appeal to the wife of a another selectman because he wanted the husband to resign his position.
Keep the system fair and the benefits of preventing the wrong people from getting guns will sell the minor inconvenience.

Right here is why we don't have better gun laws.
