I would like to gift a star, please - need an expert

Just need some basic info - do I have to get a star for myself first? I'm good with that, but I would like to renew a star for someone else too.

Do I need to pay over a certain amount to do this? If yes, what's the amount?

that it is allowed/available to do during some special promotion at some point during the year.
