I downloaded a free adblocker (adblockplusie) and I get no ads anywhere.

Some sites ask me to turn off adblocker or 'whitelist' - I just go somewhere else!

If they are on your browser, use the browser's ad blocker usually under options

If they are pop-ups on the side then go to settings in Windows 10, select privacy, and decide which background apps you want to turn on or off. Many ads pop-up through those pre-installed background apps

Also, under settings/System/notifications

Not sure if that is what you are talking about

On how to remove bloat ware. You can download the free version of CCleaner and use that as it will help you delete/uninstall/disable startup items. Those may be what you are seeing. This is different from ads you might see pop up in your web browser.

Chrome has an extension available called Ad Block which works pretty well. Check out YouTube on that as well.

Much better than Ad Block Plus and does a pretty good job of filtering out all the Outbrain / Taboola click bait horseshit.
