It's the head and shoulders with a red X over it.
That will lead you to the Ignore Functions page, where there are some instructions.
That should do it.

And that is truly weird. I guess if I were experiencing that, I would take it to Ask The Administrators group. It may be a glitch of some sort.

The ignore function doesn't filter listings on the Home page, but I believe it should work everywhere else.
