Include a proposed Statement of Purpose.
If the idea gets enough support, point it out to Skinner and go from there.

Somewhere in the process you will probably need to describe where in the "topics" tree you want the new group to fit.

Depending on the purpose of the group, you may or may not need to describe why existing groups don't already cover the basis.
