Obama gives himself control of all communication systems in America
http://rt.com/usa/obama-president-order-communications-770/
US President Barack Obama quietly signed his name to an Executive Order on Friday, allowing the White House to control all private communications in the country in the name of national security.
President Obama released his latest Executive Order on Friday, July 5, a 2,205-word statement offered as the Assignment of National Security and Emergency Preparedness Communications Functions. And although the president chose not to commemorate the signing with much fanfare, the powers he provides to himself and the federal government under the latest order are among the most far-reaching yet of any of his executive decisions.
The Federal Government must have the ability to communicate at all times and under all circumstances to carry out its most critical and time sensitive missions, the president begins the order. Survivable, resilient, enduring and effective communications, both domestic and international, are essential to enable the executive branch to communicate within itself and with: the legislative and judicial branches; State, local, territorial and tribal governments; private sector entities; and the public, allies and other nations.
(More at the link. Have you seen the NDRP from a year or so ago, which apparently provides for the government to seize property at will in time of war, etc.?)

from the article, I can't find anything that says they can seize the internet.
I think it would be a better post if the actual exec.order link was posted with factual wording about the seizing of anything posted as an excerpt.
That being said, I did notice the Government/private business wording,
For the record, I have no doubt it is a wet dream of the Military part of the M.I.C. to be able to shut the internet down when the natives get restless.
However, the commercial aspect of the 'net would be an argument against the idea.

We should remember that the over reach (imho) of the NSA started a long time ago. Early whistleblowers got no where but now they're coming out of the woodwork since Edward Snowden has the evidence they didn't have.
The fact that the EO deals with elements of the avenues the NSA uses to collect meta and content (as revealed by Russell Tice) is 'interesting' to say the least.

Here's some content from the OP's linked article: Take heed or ignore...your choice.
In order to allow the White House to reach anyone within the US, the president has put forth a plan to establish a high-level committee calling from agents with the Department of Homeland Security, Pentagon, Federal Communications Commission and other government divisions to ensure that his new executive order can be implemented.
In explaining the order, the Electronic Privacy Information Center (EPIC) writes that the president has authorized the DHS "the authority to seize private facilities when necessary, effectively shutting down or limiting civilian communications."

Foreign news outlets cynically bash America's new emergency communications executive order
Summary: Russian propaganda arm RT.com slams an American emergency communications plan. Many Americans unknowingly retweet Russia's headlines.

News is a funny thing, and yet, emergency preparedness is no laughing matter. As residents of the mid-Atlantic states have become all too aware, disasters do strike, communication systems do fail, and people do suffer because of it.
One of the missions of good governance is to provide support during times of emergency. The United States government is particularly good at this on a logistical level. Unfortunately, as we saw during Katrina, politicians can get in the way of a well-designed escalation system, causing systems to break down.
However, the bottom line is that the U.S. has implemented many forms of disaster management over the years, planning for everything from natural disasters to man-made disasters, to terrorist attacks, to the effects of war.
President Obama continued that management process last week with the issuance of the Executive Order Assignment of National Security and Emergency Preparedness Communications Functions.
It's an extension of previous emergency communications policies of the government, but this time it assigns specific responsibilities to the Departments of Defense and Homeland Security. It also sets up a new committee called National Security and Emergency Preparedness (NS/EP) consisting of key players from most of the major agencies.
This is a good thing. Emergency preparedness and escalation procedures are important. Assigning specific responsibilities ahead of time prevents turf battles, and helps restore critical services faster.
