Are the Rules of Valhalla Unfair?

https://en.m.wikipedia.org/wiki/Valhalla

1) Why do only 1/2 of the fallen warriors get to go?

Why not 2/3rds, or 3/4ths, or 22/7ths (it is a magical place, so I've been told) or better yet randomly selected with no set quota.

and, are only the adherents to Norse mythology selected, what if you've never declared either way?

Inquiring minds want to know!

Jehovah's Witnesses get to go to heaven? Numbers in religions fascinate me. (And make me laugh.)
