...laying off teachers. Cutting art and music classes. Reducing pay and benefits for city workers. But this asshat wants a struggling city like Cleveland to go on the hook or he'll leave?

Hmmm, let's see.... Baltimore has a team and probably couldn't afford one now if they didn't. And they've already did them once. The way I see it he needs to check with the Federal Reserve or JPMorganChase (which kinda is the Fed).

been wanting a team in the UK for a while now.

Maybe he can move the Browns to England and rename them the "Yorkshire Puddings".
