L.A. man admits trying to coordinate sex with young children in Tijuana

A Los Angeles-area man under investigation on allegations of trying to set up sexual trysts with girls and boys as young as 8 in Tijuana pleaded guilty Thursday to attempted sexual exploitation of a child, according to San Diego federal court records.

Kenneth Bigler of Walnut admitted to repeated communications with a sex broker in Tijuana asking for children and also admitted to actually engaging in sexual contact with girls 14 to 16 years old, according to the plea agreement.

He further admitted to filming his sexual encounters with a girl he believed to be under 16 and uploaded copies of the video to his personal devices with the titles “12 yr old PitukaEDITED” and “14 yr old PitukaEDITED.”

Bigler was arrested Aug. 14 and a search warrant was served on his home then.

According to the complaint, his communications with the unnamed broker began in November 2013 and included specific demands about what he was looking for.

He asked at once point to “try to get an 8 or 9,” and in October 2014, Bigler requested a smaller and younger girl than he’d had sex with the other night, hoping for a 10-year-old, the complaint states.

Later, he is also accused of asking for a girl or boy who had never had sexual contact before, the complaint says.

“Steal the (girl) if you have to. (Boy) also. Want them both tomorrow night,” read a September 2015 message.

The broker answered that he had a girl “brand new recently stolen only (8 years old) and a (boy) (10 years old),” the complaint states.

The charge he pleaded to relates to an attempt to exploit a child for a sex video in another country and then bring the video into the U.S., according to court documents. The felony carries a mandatory prison sentence of at least 15 years and a maximum of 30. The plea also mandates that he register as a sex offender.

He is set to be sentenced May 21. He remains in custody.
