1. Actually, it looks to me like it CANNOT be fitted with a larger mag.

At least not without cutting a large hole in the bottom of the rifle.

The only original thing about the rifle is the it doesn't look like a pump-action rifle.

Most pump-action long guns have fixed tubular magazines. Most, but not all.

As long as the Second Amendment can be interpreted to allow make-beleive m-16s what would be the point of banning something like this?

And no, I don't think it will accept a larger magazine

You fire, then pump forward and back to load another round. And yes, you can build a larger magazine for it. just nobody has, yet.

unless a clearance cut is made in the bottom of the receiver. The mag retracts into the receiver with the rest of the action when it is being cycled. A milling machine is all that should be needed, without actually seeing the layout of the lower receiver.
