EDIT:
To answer my own question... no.
I typed the URL location of the image into Google Images, and that picture has been around for awhile. I did a custom date range search from Jan. 1, 2013 to July 29, 2016 (the date of the above Twitter post), and there were several older "hits" than 7/29/16.
