The beleaguered federal agency charged with bringing to life much of President Obamas new roster of gun controls faces an uphill task to deliver meaningful change.
At the heart of the presidents executive action was a proposal to reinforce the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) with 200 new agents and investigators.
But even in the unlikely event Congress approves funding for the new hires, the extra staff would be just enough to keep pace with the number of veteran agents who are eligible or almost eligible for retirement, according to attrition estimates from a 2014 government report. And the personnel concerns are just one of the longstanding challenges the agency faces.
For decades, restraints, inadequate funding, impotent leadership and a lack of political constituency have stymied the agency from carrying out its core mission. Two years ago, a review by the Government Accountability Office found the agency lacked the resources needed to adequately track the outcomes of thousands of investigations involving improperly purchased firearms despite such cases being a top priority.

(15,396 posts)1. Tell me about it....sometimes it takes up to 20 minutes to get the 4473 approval back.
Hopefully hiring these extra 2xx folks will help people get their background checks quicker and out to the range.

(4,462 posts)2. Doesn't the FBI, and not the BATFE, perform background checks,
and Obama has separately requested additional FBI resources and personnel for these services.
Since the FBI is not universally loathed among Republicans and the NRA, they haven't repeatedly displayed the ATF's biblical levels of incompetence, and quicker and more efficient background checks will benefit gun owners, I assume the FBI will likely get their additional money from Congress.
The new funding and budget requests for the ATF, largely to implement Obama's EO's, will collect dust and refuse in Speaker Ryan's circular file.
