Suppose you were writing a novel and saw yourself as a Ludlum wannabe:

So the thesis is that there's this horrible President of the USA and he needs to be removed as having been judged as dangerous to civilization by the Powers that Be and the Intelligence Community. So they take one of these genetically engineered viruses which has great potential for disruption but not species-ending and release it in a foreign city where there are multiple biowarfare facilities, The hope is that the Leader's poor judgement will cause the country to lose favor AND concomitantly destabilizes the Eastern Nations which have very dense populations. No one mentions that facilities being present in the city of theoretical origin.It's a nearly-perfect long-term solution to a difficult problem.
