Robert Pipers comment was made in a film broadcast by Sky News about the reconstruction of the Gaza Strip. The UN officials statement refutes Israels claims that it has blocked cement going into Gaza because it has information that the material is used for such purposes.
In the film, Piper said that the UN had brought about 1.2m tons of construction materials to Gaza. He noted that the reconstruction of the devastated territory is going in the right direction....

(16,470 posts)How many houses are built? How large are they? How much cement and steel-bars does building these houses approximately consume according to theoretical estimates of engineers?
If it were monitored, it would be somewhat possible to tell how much construction-material lies around unused, how much goes into publicly visible projects and how much goes into hidden projects.
But if you purely go by reading documents the PA hands you...

In Hamas-controlled territory, that might be hard to come by. But it's an empirical question.

Hell, Hamas was keeping weapons in all sorts of UN facilities and when Israel discovered them, the UN seized them and gave them back to Hamas to put "somewhere else"
