Almost since the beginning of the invasion, Russia and Ukraine stopped talking to each other. And no other country did much to initiate these talks. It felt like that the war had no end. And previous US envoy to Russia and Ukraine, lieutenant general Keith Kellogg was coming from the position of strength. Meaning no talks with terrorists were ever possible. The Kremlin did not like it, because it mean that they couldn't strong arm any Ukrainian allies into submission. For this reason, under new US administration, the envoy was replaced to Steve Witkoff, which is more collaborative, especially towards Russia. Some even think that Putin personally ordered to take Keith Kellogg out and had some say in bringing Steve Witkoff on board.
