Holding the KXL Hostage
My best guess is that the Administrations strategy on KXL will be to hold it hostage for all the other stuff they hold dear. But like any other hostage negotiation, the hostage will have to be released, and that will have to bubble its way up to another Cromnibus.
What should the Administration demands be for KXL to pass?
First protection of ACA et. all, a carbon tax?
