So the IRS sends form 15112 EIC Worksheet (CP27) and asks you to fill it out
I check none of the boxes, and that action indicates I'm eligible, and I send them the completed form. Eleven months later they send me form 8909-A which requires more info to process the CP notice. And 8909-A asks for CP27 Form 15112 which is what I sent them originally. This is now a circuitous argument, going around in circles.

(46,999 posts)You ask IRS to calculate EIC. There is no form to calculate it yourself. You can enter a # or use Worksheets A & B. So they tell you the IRS will do the calculation. Then they didn't do it. So they jerk you around. Honestly I had forgotten about it, kudos to Biden IRS for following up and reminding me. But still ... I have to do the work for them that they said they would do.

(46,999 posts)Taxpayer advocate referred me to the IRS 800 number. You can do little on there except get status on 2022 refunds. My problem refers to 2020. IRS advised me in Dec 2022 they would respond within 60 days. It's now 135 days.
You cannot find a refund for 2020 on IRS.gov. IRS 800 number same.
I guess I will write to IRS again. Taxpayer Advocate says if the IRS doesn't respond to you within a certain amount of time, 60 days I think, then Advocate will handle your problem. But they won't. IRS won't respond. Everyone ignores me. There is no place to turn.
I have no idea what to do. Forget about it, I guess.

(11,463 posts)They kept putting me off, saying we need more time ... for 9 months ... until they finally looked at what I sent them and essentially said "never mind" and closed the case. In all this time (until they folded) they were saying I owed $2,900 plus interest and penalties, and of course the interest and penalties were continuing to accumulate. 9 months is a long time to have that hanging over me.
This is the summary of the timeline.

# 11/12/20 - I got the CP2000 claiming that I didn't report $10,000 in Beneficiary IRA RMD distributions for 2018 taxes, thus under-reporting my taxable income by $10,000. So I owe $2,900 in taxes due to that and some secondary effects that I won't bother to go into and including $190 in penalty interest. (see OP for details)
# 11/16/20 - I mailed my response to the IRS CP2000
# 2/5/21 - Got a response -- the first time I heard from them -- "We received your reply on Nov. 20, 2020 to our notice about proposed changes to some of the items on your tax return. Before we resolve this matter, we need to process all of your information. We'll send you our complete response within 90 days."
# 5/8/21 - Got another response - IRS 5/3/21 letter received 5/8/21 - "Before we can resolve this matter, we need to process all of your information. We'll send you our complete response within 90 days.
# 8/3/21 - Got another response - IRS 8/2/21 letter received 8/3/21 - same as above
# 8/26/21 - Got a letter, "we're pleased to tell you that the information you provided resolved the tax issue in question and that our inquiry is now closed".

(46,999 posts)Two more years of this and I'll need an IRS Psychiatrist. I think they're trying to run out the clock, 3 years I think, on this refund. it's not a lot, I can afford to eat it. But why should I?

(46,999 posts)They have the papers I sent them. They don't know when they will look at it. It's for 2020 tax year. When they issued STIM for 2020 tax year, I was also due a small credit. They failed to issue the credit, then deducted it from the STIM. So the actual check I got was smaller. I'm seeking the refund of the credit. And I have given them all the information I have. Taxpayer Advocate Service refused to open a case, referred me to the IRS in April of this year. Now they tell me to call back in October.
At this point I don't even care about the money. I will survive with or without it. But it would be nice for them to acknowledge a resolution to the case, to the information THEY, THE IRS, requested.

(46,999 posts)The phone system says a letter was sent to me late September. I never received it. So I call them again. They said a letter will be sent early November because 'an adjustment' was made. Remains to be seen.
I'm just documenting this here so people see that errors and glitches persist.
