That is somewhat confusing.
Of the remaining ballots that need to be counted, about 2/3 of those are vote-by mail ballots. This was reported by Alex Padilla.
Vote by mail favors Hillary. The link below contains the Alex Padilla assessment:
"On Friday afternoon, Secretary of State Alex Padilla reported that there were 2,423,607 uncounted ballots statewide . About two-thirds of those are vote-by-mail ballots, with three Southern California counties leading the way: Los Angeles, San Diego and Orange.
Reports from a number of the state's 58 counties haven't changed for a few days, so expect the figures to shift pretty noticeably by early next week.
And one other part of the process: This is the first year in which ballots that arrive up to three days late -- Friday would be the deadline -- can be counted. So the number of ballots on hand could also change."

I personally believe that Hillary could expand her lead with the remaining vote by mail ballots to be counted

So any vote by mail ballot that does not meet that criteria, will not be counted.
The primary is over. Hillary is the nominee, regardless. It won't change anything

(96,436 posts)Polling prior to the election indicated that those voting by mail favored Hillary.
The vote by mail ballots will be counted if they arrive up to three days after the election. This was all made very clear in the voter pamphlet that was sent out to every registered voter
All other ballots received by 8 P.M on election day WILL BE COUNTED, and provisional ballots are always counted in California elections no matter what the margins.
"Will the unofficial election results change after election night? When will all of the election results be final?
Yes, election results will change throughout the canvass period as vote-by-mail ballots, provisional ballots, and other ballots are processed. Depending on the volume of these types of ballots, it may take up to 30 days (28 days for presidential delegates and 30 days for all other contests) for county elections officials to verify voter records and determine if ballots have been cast by eligible voters. The frequency of updated results will vary based on the size of each county and the process each local elections office uses to tally and report votes.
County elections officials must report their final results to the Secretary of State for presidential delegates by July 5, 2016, and all other offices by July 8, 2016. The Secretary of State will compile the results of the election of presidential delegates by July 9, 2016, and will certify the results of all other offices by July 15, 2016."

(96,436 posts)2/3 of those are vote by mail. The Clinton campaign in California had an extra push encouraging vote by mail, which was reflected in the vote by mail votes that have been counted.
For the later vote-by-mail we will see if it follows that same pattern. As long as the ballot is post-marked by election day, June 7, 2016, and received in the county office within three days after the election, it will be counted.
These rules were made very clear before the election.
Also, those who have been spewing lies that provisional ballots are not counted, are wrong. All ballots, including provisional ballots are counted in California, no matter what the margin
There is no reason to believe Hillary won't win California. Regardless, she will have won the most pledged delegates, and votes this primary season.

As of yesterday (6/10) evening, the numbers were:
Hillary Clinton 2,128,194

Regarding the 'uncounted votes', here's the PDF with the numbers as of 'yesterday'. However, this list is somewhat misleading. Most of the 'latest' county dates on the list as of now are from 6/7 and 6/8, even though many counties have continued to submit additional verified votes to the SOS thru 6/10. So it appears that it isn't being updated by the counties at the same time as the vote count itself is.
Be that as it may, the pace of their vote counting is kind of ridiculous. I don't know how the reviews that they do of the mail ballots compare to Oregon's, which doesn't seem to have this problem. Perhaps they're just woefully understaffed.
