once the D.C. senators are seated, it would be easy as pie to make Puerto Rico and the U.S. Virgin Islands states as well.
BTW, one would think Manchin would be in favor of making D.C. a state and adding two additional Dem Senators, then he could vote against anything he wants to his lil' old hearts content.
