Seattle voters to decide fate of unusual 'social housing' measure on Feb. 14

In less than two weeks Seattleites will decide whether to create a public development authority (PDA) to build and maintain mixed-income "social housing" that would be permanently affordable and operated with resident input.

Backers envision Initiative 135 creating communities of people living long term in buildings that would be built to ultra-efficient "passive house" standards. But one housing expert calls the initiative half-baked and unnecessary.

It's unknown how much I-135 would cost or how many units it could create. The authority would not have taxing authority but could bond against future rental payments. It does not require additional city funding but does not prohibit it.

State Rep. Frank Chopp on Tuesday said he'll request the funds to establish the PDA if I-135 passes.
