http://www.vec.virginia.gov/The CARES Act creates a benefit for people who are not eligible under a standard state unemployment insurance claim, including 1099 and Gig workers. This program is called Pandemic Unemployment Assistance (PUA). We are awaiting guidance from the United States Department of Labor as to exactly how to implement PUA. Once we receive that guidance, we will have to develop a system for taking PUA claims and paying benefits.

to find that any of the states have UC for self-employed and gig workers set up and running well. This idea was thrust on them in a matter of only a few weeks. It takes months to get systems up and running to handle something very new.

However, the White House and its cronies talk as if it is already being paid.
In this situation it would be smart to immediately start payments to anyone filing that has a tax history of filing Schedule C and then review the cases after benefits start.

be easy with states that have an income tax, but there's about a half dozen out there with no such tax.
