Allentown voters to decide ballot question this November

ALLENTOWN, Pa. – Allentown City Council on Tuesday night referred an ordinance authorizing the Lehigh County Board of Elections place a question on the Nov. 5 general election ballot to amend its home rule charter.

The ballot question involves a deletion of the deed transfer tax from Section 807 of the charter which governs revenue. Specifically, the question would read, "Shall section 807(B), revenue, of the Home Rule Charter of the City of Allentown be amended to allow city council, by ordinance, to remove the deed transfer tax?"

In reviewing Section 807 in full, the section reads, "Council shall not raise the rates of the deed transfer, earned income, business privilege, occupation privilege, amusement devices and resident taxes above their respective 1996 levels."

By voting "yes" to the ballot question, it would, in effect, delete the restriction and allow the city to impose a tax rate increase on the deed transfer tax beyond its current rate. The tax's current rate is $52.
