Jeez cant they get all their preaching done in church, they dont even have to pay taxes.

Letting chaplains work/volunteer in schools for positions they are qualified for, as long as they refrain from proselytizing, is fine by me.
Selecting particular chaplains as "guidance counselors" and allowing/encouraging them to influence students through proselytizing? No way in hell.
