2. Because of the two religion clauses in the First Amendment of the Constitution,

there is necessary tension between them. The Establishment Clause is a qualifier for the Free Exercise Clause and vice versa.

For example, if you had free unfettered religious liberty, laws could be introduced to reinstitute slavery or segregation.
