Tenants charged in Cleveland housing fraud busts had Heartless Felon, sex offender in homes, records say
CLEVELAND, Ohio -- Among the 52 people charged with defrauding a federal housing voucher program out of $1.2 million are a woman who had her convicted sex offender boyfriend living with her and another who lived with a Heartless Felon gang member, records say.
The defendants, charged in 35 separate felony grand theft and tampering with records cases, are accused of lying on paperwork about their income, their family status and the occupants of the houses subsidized through the U.S. Department of Housing and Urban Development's Housing Choice Voucher Program, formerly known as Section 8.
Authorities say those charged include both tenants who lied on the forms for the vouchers for several years, and landlords who rented to their immediate family members and lived in the homes they received subsidies for renting.

Several of the cases involved a pair of relatives -- either spouses, siblings or parents and children -- who lived in and owned the same unit and did not disclose their relationship.
