Fewer orange cones? New Missouri law may speed up projects

A new Missouri law that’s expected to save cities, school districts and other political subdivisions money on their construction projects took effect Aug. 28.

Gov. Jay Nixon on July 1 signed into law House Bill 2376, which allows local governments the option to enter into design-build contracts with general contractors for capital projects.

Design-build is a method of selecting a single contractor to carry out the design and construction of a project.

Advocates of design-build say the simplified process allows public bodies to save on costs and time for procurement on construction projects.

of equal importance in this election cycle. A GOP Governor virtually guarantees that Missouri will become a Right to Work state as the State Legislature has voted repeatedly for this in the last few years. Tossing Blunt out of the US Senate will be a plus to whatever happens in that chamber and there are many other races beyond the top of the ticket.

as an example, we put roadwork out to bid and use the lowest (or next lowest, if the lowest is too low to believe). So we end up with lousy roads.

In Germany, they set the minimum specifications and tell how much they will pay. The bidding is on how much more the contractors will put into the road for that money. They also have a way to prevent the contractors from going bankrupt so they get out of warranty work. Here, we just bid out the repair work if a road is screwed up.

Back in the 60's, when I got drafted, at some point in basic training the instructor said, "And whatever happens, just remember that every piece of equipment we give you was made by the lowest bidder."
