The whole city could have been upgraded. For some reason selling the property was easier.

There are areas where there are a few houses and vacant lots. Then there are areas where there are a few homes with folks living in them. They should clear out the vacant areas and offer folks homes in the other area. Clear the land and come up with new plans. It's too expensive to provide services in some of these areas.

Jobs during the clean up, during the fixing up and businesses would have local people to hire.
