If he's only adding a $.50 "brandon" charge on each bill, but says if he didn't, he'd have to increase the price of everything by a $1.00 to cover "inflation".... Yeah. If he needs $1 on everything to cover his higher costs, then that .50 for each bill is nothing more than a MAGA political display. I hope people show him and his establishment some love on Yelp and Google reviews.

4. Reduce the tip by whatever that fee is, is what I would do.

And write that you are deducting it from the tip on the receipt. For everyone going, "Don't hurt the poor servers, it's not their fault"--well, tough noogies. Don't work for a dick.
