New Senate bill includes mitigation for communities along South Coast Rail route
BOSTON Communities along the proposed South Coast Rail route would receive mitigation payments, and the state would be authorized to spend $300 million a year for the next five years on local road repairs under a bill advancing in the Senate.
The Senate Bonding Committee, chaired by state Sen. Brian Joyce, released a version of the Patrick administrations transportation borrowing plan on Tuesday evening that includes the multiyear authorization for the states Chapter 90 local road and bridge repair program.
The committee bill increases the authorization for South Coast Rail by $100 million to $2.3 billion and requires that 5 percent be used for mitigation and development in the 10 communities along the route that will be affected.
Joyce, a Milton Democrat, said the committee bill proposes to authorize Chapter 90 at $300 million for five consecutive years instead of the one-year $300 million authorization in the Houses $12.8 billion version of the bill.
