Question for Illinois DUers:

My trumpist brother lives there, and he says that, because of how the state is mishandling the Covid crisis, jails and prisons are releasing "murderers, rapists, and child molesters", and not monitoring where they go and not notifying victims. Any measure of truth in that? Or is he repeating something he heard on Fox?

Asking because I want to respond to him, but would prefer to be informed first. It will be an email scream-fest in any case, but I prefer facts to imagination.
