Lurie, Mandelman propose major changes to city government

Mayor Daniel Lurie has cited a looming and unexpected election fight over business taxes — labor unions want to raise them, business leaders want them cut — as a glaring example of why The City needs to reform its City Charter to make government more efficient and accountable.

On Thursday, Lurie and Board of Supervisors President Rafael Mandelman put forward sweeping proposals — including one to make it harder to qualify measures for city ballots — that would alter city government by reforming the charter, which is The City’s constitution.

“Together, these reforms modernize City Hall by restoring professionalism to contracting, improving the integrity and clarity of the ballot process, and strengthening accountability in the executive branch,” Lurie and Mandelman wrote in a letter to City Controller Greg Wagner, whose office provided support for a charter reform working group that the pair launched in December.

Voters could decide the issue as soon as November via a ballot measure.
