Assholes should have to pay every person who was imprisoned on that bridge.

3. For something planned, with a permit, sure

Blocking people who are trying to get about their life, get to their job, pick their kid up or drop them off at school, prevent someone from getting to a hospital? No. Never. Not under any circumstances.

I'm just curious. Would you say the same thing about someone like Martin Luther King Jr? He never got permits for his acts of civil disobedience.

2. Getting actual restitution may not be easy or even possible

Are lawyers required? As I understand it most won't touch a case unless it's worth substantial money.

If those arrested are broke they won't have money to pay everyone.

Better to jail them, fine them, and impound all property used for purposes of protest.
