Pursuit/TVI Valley Club Cir Little Rock Arkansas State Police Troop A, Traffic Series Ep.1143



A-33's incident report:

"I, Trooper First Class, Freeman was traveling on Interstate 430 North near mile 8 when I observed a black BMW passenger car
traveling ahead of me at a faster speed than the surrounding traffic. I initiated my front antenna and observed an initial speed of
88 but the vehicle had increased speed to 91 in a posted 65 mph zone. The vehicle changed from lane 3 to lane 1 as we
approached the Cantrell Exit ramp. I initiated my lights to conduct a traffic stop as the vehicle was taking the exit. The vehicle
stopped in the number 2 lane at the traffic light. I exited my vehicle in an attempt to make contact with the driver to obtain their
driver’s license and have them exit the ramp in a nearby parking lot to conduct the traffic stop.

As I approached the rear of the vehicle, the vehicle fled the stop turning east onto Cantrell Road. I pursued the vehicle through
several city streets as the vehicle reach speeds of 100mph. As the vehicle was negotiating a right curve on Valley Club Circle I
attempted to position myself to conduct a Tactical Vehicle Intervention (TVI) but the subject braked to avoid it. While catching
up to the vehicle he continued to brake check me causing me to ram the rear of his vehicle. The pursuit turned south onto
Wendy Lane approaching Hinson Road. I knew Hinson was a high traffic area which would be dangerous to the motoring
public. I decided to execute a TVI on Wendy Lane at Hinson Road while the vehicle was traveling at a slower speed to
negotiate the right turn. After the front right of my vehicle made contact with the rear and left side of his vehicle, it spun
counterclockwise in front of my vehicle coming to a stop.

The driver was then seen grabbing a black backpack from the vehicle and began to flee west on Hinson Road. The subject
jumped a privacy fence into the residence of 577 Valley Club Circle. I circled around to the front of the residence to search the
backyard when the homeowner yelled at me that the individual had entered his home. The homeowner and his family pointed
to the subject who was laying down in the hallway. The subject was taken into custody and identified J Frederick Braswell. The
subject had attempted to conceal the backpack in a closet of the home which contained multiple bags of marijuana
(approximately 9.5 oz.), 10 Xanax pills in a blue unmarked pill bottle, and a black digital scale. The backpack also contained an
undetermined amount of U.S. Currency and a Glock 29 Gen 4 10mm pistol (serial# BWKB695). The firearm had one round in
the chamber and thirty-two rounds in an extended magazine.

Trooper (Trp.) David Calvert conducted an inventory of the vehicle and completed a tow sheet. The vehicle was towed by J Hook.
Sergeant (Sgt.) Stephen Briggs completed a seizure form for the U.S. Currency and received verbal approval from Deputy
Prosecuting Attorney (DPA) Jill Kamps to seize the money.

After Mirandizing Braswell he stated that he knew he was not supposed to have or be around firearms. He stated that he did
not steal it, but that his girlfriend, the registered owner of the vehicle ( SHAKYRAH DAVIS ) had given him the firearm.
Braswell was treated on scene by EMS personnel for minor injuries he sustained to his left hand and left knee. I transported
Braswell to Baptist Hospital where he received stitches on his left hand. Braswell was cleared by medical personnel and
booked into the Pulaski County Jail on the following charges:

27-50-302(a)(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT
27-37-702: NO SEATBELT
27-22-104: NO LIABILITY INSURANCE
27-50-302(a)(2): RECKLESS DRIVING
5-54-125(d)(3) 2023: FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH
5-54-125(c): FLEEING - ON FOOT
5-38-203(b)(2): CRIMINAL MISCHIEF - 1ST DEGREE (DAMAGE > $1,000 4 OZ < 25 LBS
5-39-204: AGGRAVATED RESIDENTIAL BURGLARY

All evidence was submitted to the Troop A evidence custodian. The firearm and suspected narcotics will be submitted to the
State Crime Lab for analysis. The U.S. Currency was stored in overnight storage.
The following day I deposited the U.S. Currency in the ASP asset forfeiture account at Centennial Bank. The total amount of
U.S. Currency seized was $705.00."
