There is a proposal to rezone and split a parcel out where I live. The area has a complicated history but the county seems determined to ram this through. Nearby residents are organizing and going to the planning commission and board of supervisors meetings to try to stop this. Hinky situation for a variety of reasons, including that the county is not used to being questioned.
Anyone every stopped something like this? If so, what were your tactics?

get a large diverse group to show up regularly. ask questions of officials and developer aimed at voters. dont be particularly hostile (that is easy and plenty will take that role) try to find an issue locals will back. water, rural qualities of life, etc. eventually we won on petition and referendum.

Was the referendum option in county or state law? I wonder whether there is something similar here.
Also, once the BoS issued its initial decision approving the development, what stopped it from being implemented while signatures were gathered and the referendum vote scheduled? Here, the BoS decision goes into effect apparently 30 days after they vote.
People are horrified when they find out what the county wants to allow. We are starting to mobilize but the two key meetings come up fast--by design--the entire process is intended by the county to just get development approved.
