I have a niece who translates to ASL, and this remark bothered me.
Without seeing some video, I can't give a fair opinion, but my initial thought is that ASL is much more than Morse Code or semaphore for your hands. It requires exaggerated expression to evoke meaning without audible signals.
Think silent films.

It can be a little odd to see, but it is done for a good reason, and is very helpful in understanding the translation. Sometimes it can look funny or strange, but it is an important part of the process.
