Need matting advice, please.

A childhood friend of mine asked me to paint something that reminds me of her, so I'm doing the pond we used to swim in. I'm using a piece of my 9x12 Arches, so where do I make my tape lines, and what color should the mat be? White? Black?

That about an inch of blank paper around the image and allow about 1/4" to be behind the matte on all sides.
A black matte could be a bit extreme, but the choice would be based on the colors used in the composition.
White, or off-white is my choice for most things I create.
