In the world these days a habit has come to dominate--the habit of the state.

For security, for control of the environment, for life-planning, ... we rely on a social organism that is world-powerful. No animal, no individual, very few germs can hold out against the attention and intentions of the state. It promotes itself--education, rivalry with other states, mock and real elections, regulation and hence coverage with the news. ... A stateless individual can't move or get a job or be "protected".
