The National Labor Relations Board (NLRB) has ruled that Pennsylvania-American Water Co. violated the National Labor Relations Act (NLRA) when it disciplined two Pittsburgh-area workers for refusing to cross a picket line. The board also censured the company for removing a union letter from a bulletin board.

The two men who refused to cross the picket lines worked for a unit that was not on strike at the time. However, they belonged to the same union as the unit that was on strike. The NLRB ruled they were within their rights to refuse to cross the picket line and the company violated the NLRA when it threatened to discipline them over the matter.
