(102,789 posts)This is somewhat a formality that he offer amendments for the purpose he describes. But more than that, his objection then becomes important public record to be used later. Later, when lawsuits are filed against this portion of the bill/law, the courts could strike it deeming it unconstitutional.
According to the Senator, none of the stakeholders were contacted or allowed to participate in this agreement, that's why it has never passed prior and has to be snuck into a do or die bill. It can't go forward without those who would actually lose their land, for many that's all they have, having input. So there will be litigation which will probably make this part a moot point. The Senator's public record objection will be useful in that litigation.
