During prayers in church, ministers will often pray that elected leaders have the wisdom to make good decisions for the nation and the world, along with prayers for any members of the congregation who are ill or having difficult times. They might include prayers for the safety of aid workers going into dangerous settings, etc.

But this "minister" (using that term loosely) is making this a political action. It is not even a prayer. He is acting like he himself is God, with special powers to personally grant supernatural abilities from him to her. It is a twisted perversion of religion.
