1. Putin will threaten them no matter what they do , or don't do,

If they do nothing he'll try to go after them, but if they join NATO putin can't do much, except threaten them. putin is very ill, but the next one could be as bad , or worse. Both Finland and Sweden need to join ASAP too insure their safety against russia's threats of aggression, or end up like Ukraine.
